أستاذ مساعد الاقتصاد السياسي بالجامعة الأمريكية.
حصل د.سامر سليمان على درجة البكالوريوس في الاقتصاد من كلية الاقتصاد والعلوم السياسية بجامعة القاهرة عام 1990، وحصل من نفس الجامعة على دبلوم في العلوم الأفريقية عام 1992، ثم على ماجستير في علم الاجتماع من الجامعة الأمريكية بالقاهرة عام 1997. انطلق د.سليمان بعدها إلى معهد الدراسات السياسية بباريس حيث حصل على درجة الدكتوراة.
تختص دراسات د.سليمان بالاقتصاد السياسي المصري وعلاقته بالأوضاع السياسية المصرية. وقد انصب اهتمامه بالتحديد على الدولة المصرية وأوضاعها الاقتصادية والمالية وسياساتها الاقتصادية ودورها التنموي (أو غيابه) وعلاقتها بالمجتمع. اهتم د.سليمان أيضا بموضوع التحول الديمقراطي في مصر والذي تابع بداياته، ومن داخل الموضوع كانت أبحاثه عن المجتمع المدني، دور المعارضة، قضية الطائفية وأوضاع الانتخابات ومجلس الشعب بالتحديد.
عمل د.سامر سليمان في المركز الفرنسي للدراسات الاقتصادية والسياسية والتشريعية (CEDEJ) وأيضا كصحفي في جريدة الأهرام إبدو (الفرنسية).
يعد الكتاب الرئيسي لد.سليمان هو “النظام القوي والدولة الضعيفة” الصادر عن الدار، وقدم فيه د.سليمان مختصر لتحليلاته للسياسات المالية للدولة المصرية على ضوء مصروفات الدولة المعلنة. نشر الكتاب في نسخة انجليزية محدثة ومعدلة بعنوان “خريف الدكتاتورية” عن دار نشر ستانفورد بأمريكا. إلى جانب هذا العمل قدم د.سليمان عدد من الدراسات المنشورة عن “الدولة ورأسمالية التصنيع” ، كما نشر له كتاب عن تحليل لانتخابات مجلس الشعب عام 2005. هذا إلى جانب العديد من المقالات المنشورة بالصحف والدوريات عن عدد كبير من الموضوعات مثل الضرائب والديمقراطية والمسألة الطائفية.
د.سامر سليمان هو أيضا عضو مؤسس في الحزب المصري الديمقراطي الاجتماعي.
About Samer Soliman
Samer Soliman is associate professor of Political Economy. He earned his B.Sc. in Economics in 1990 from Cairo University, a graduate diploma in African studies from the same university in 1992, a Master of Art in sociology from AUC in 1997 and finally a PhD in Political Science from the Institute of Political studies in Paris in 2004.
Dr. Soliman specializes in the political economy and the politics of Egypt. His main interest is the Egyptian state, its resources, its public policies, its role (or absence thereof) in economic development, and its relationship to society. In addition, he has a rising interest in the democratic transition of Egypt, with its different aspects like the “social infrastructure of political change”, the role of opposition, the state of the parliament and parliamentary elections, the sectarian question, etc.
Before joining AUC Dr. Soliman worked as affiliated researcher in CEDEJ (Centre d’etudes et de documentations economiques, juridiques et sociales). He also worked as a journalist in Al-Ahram Hebdo newspaper.
The main publication of Dr. Soliman is his book “Strong regime, weak state: The fiscal crisis and political change in Egypt under Mubarak” (in Arabic), which was updated and recently published in English by Stanford University Press under the title “The Autumn of Dictatorship). The book is based on his PhD dissertation. In addition, Dr. Soliman published a book in the series of “Cairo Papers in social science” under the title “State and industrial capitalism in Egypt” (in English). His study on the 2005 parliamentary elections in Egypt revealed a lot about the election process and the parliament composition at the time. Moreover, he has produced many articles on different issues like Islamic banking, taxation policies, the sectarian question in Egypt and the political economy of democratization. He is a founding member of the Egyptian Social Democratic Party and is politically active in publications including El-Bosla, Ahram Online and Shorouk newspaper.
